I've found that I have to re-start shorewall "by" hand after re-booting Fedora-4 on my desktop (which is something I normally do very seldom). I've tried putting it at the very end of /etc/rc.d/rc.local, and it reports that it has started properly. But there seems to be something after that which disables shorewall, so that as I said I have to run "sudo service shorewall restart" after logging in.
