Hi,

http://www.squid-cache.org/

start there, you can install on fedora with

yum install squid
easy :)

after that you can create the folders with

squid -z
and then configure your squid editing /etc/squid/squid.conf

and using
ntsysv (as root)
enable the start of squid on startup
if you need more help configuring your squid just say it.
