So I open a file with the GUI emacs or xemacs on my laptop with Synaptics
touchpad, and when I try to use the touchpad right edge to scroll, I get
nasty beeps and no scrolling. xemacs complains about buttons 4 and 5
being undefined.

Does putting:

;; enable wheelmouse support by default
(when window-system
 (mwheel-install))

in .emacs help?

Don't know. What helped was removing references to the doxymacs package, which I had not yet installed. When I get doxymacs working, I'll try again.
