The kernel-devel rpm is on the distro.  All I had to do was select the
development packages and it installed it for me.

     kernel-2.6.15-1.2054_FC5.x86_64.rpm
     kernel-devel-2.6.15-1.2054_FC5.x86_64.rpm
are both on the install DVD.

I installed from CD with the development packages selected, and additionally did a custom install and looked through every optional RPM and it wasn't there.  After the install finished I ran a find command on all 5 CDs looking for "*kernel*" and it was no where to be found.
