Don't know the specifics of your situation, however you may be hitting
a problem caused by upload speeds that are too high. If you saturate
your uplink by filling requests by other swarm members, the
acknowledgment packets that need to be sent to keep your download
humming get delayed and end up reducing your download speed.

Bittorrent clients let you rate limit your upload speed to avoid
this problem. Setting it to 60% to 80% of the total uplink speed
provided to you by your ISP usually gives best results.

Another solution for this is to shape your output. Get the wondershaper script at http://lartc.org/. It's designed for just this kind of situation.
