Logrotate Mechanics

Typically, the post rotate script looks like:
/bin/kill -HUP `cat /var/run/httpd.pid 2>/dev/null` \
                 2> /dev/null || true

I get "cat /var/run/httpd.pid" to identify the process. In this case,
what restarts httpd?
