Whoops.  Forget what I wrote earlier.  In gdm.conf, find these options:

BackgroundProgram
RunBackgroundProgramAlways

Change them to something like this:

BackgroundProgram=xscreensaver -nosplash
RunBackgroundProgramAlways=true

There are more details in the xscreensaver man page under the "Using
GDM" section.
