Configuration files are in /etc, and any file in /usr will be replaced
when the package is updated.
Even worse, /usr is often shared between systems, and what's right for
one may be wrong for another.
This has been mentioned before, it's a design flaw in HAL (this file
is meant to not be overwritten by updates; as you say it's in the wrong
place). From man ftsab-sync (with some reformatting):
By default, the /usr/share/hal/fdi/90defaultpolicy/storage-policy.fdi
file specifies the policy - this file should never be edited by the
system administrator as it might get updated by the OS vendor for
security updates. Instead, system- or site-specific rules can be put
in the /usr/share/hal/fdi/95userpolicy directory.
