Locale?

I'm still trying to print man pages on US Letter paper without success.
This is the same problem as getting "groff -Tps ..." to emit output fo
letter size paper, which doesn't seem to be so easy to do.  And so, I
have been led to locales, which seem to be very useful and very
undocumented.  Can anyone point me to documentation on the following:

Questions

(1) How is the locale set?  It's easy to read it: just type "$ locale".
(2) How does the locale relate to the environment variables LC_*?
(3) How does the locale control the paper size?  "$ locale" prints out a
value for LC_PAPER, but "man 7 locale" doesn't refer to it.

BTW: I was advised to "$ echo letter > /etc/papersize", to get groff to
emit the right kind of output.  It doesn't work.

Also have been advised to edit /etc/sysconfig/i18n but it's not clear
just what to put into it.
