For Windows, I'd probably recommend "wackget".  It's a very small
program gives you a small GUI for a customised version of wget.  In
essence, a very small and simple download manager.

Depending on what you mean by restart, you can continue an user-aborted
download with it, but a system crash may stuff things up too much to
continue.
