As other have said, it's most likely your ISP, and offered the solution
of having something else as the first network device between yourself
and the ISP.

If you don't want to do that, an alternative would be to configure your
DHCP client so that it doesn't change the hostname.  I'd have to read
the manuals to figure out the methodology for that, so I'll let you try
first.
