Batch creating linux accounts

Hello,

I need to create about 3000 user accounts on a Linux box (Fedora Core 4
or Red Hat Enterprise Linux). Is there a tool that allows you to create
those accounts programmatically, with the usernames and passwords taken
from a text file, for example?
