Certainly, Windows imposes a 2 Gb limit if you're using fat32.
If wget has the problem, someone should verify it and bugzilla it.
I generally use rsync, and I know that has no problem with big files.
Apache can't serve it:

The particular file is 3.3 Gbytes.
I don't have an ftp server installed.
