KOPETE encodings back! Still problems..

Kopete from KDE3.5 has got back the "encoding" function. However it is still 
based on each contact, so in order to use some encoding (like CP1251) by 
default I have to set the encoding on EACH contact. And, if someone who is 
not on the list writes, the message can not be read until the right encoding 
is set manually.

How to use the specified encoding by default? ICQ. The appropriate options 
exists in ICQ account settings, however they're grayed out...

In Russia most clients send messages in CP1251, while kopete uses iso8859-1 
which gets the text displayed badly.
