I don't know how can I resolve this problem.
Since tftp is very simplistic permit me to ask simplistic questions.
Is the b.txt file in the /tftpboot directory (or whatever directory
you have setup for tftp)? What are the permissions on the file?
I recommend at least 444 (read only).
