If you're root, and you're going to install an application on a machine
for multiple users, how do you install it so all users can run it? You
don't do separate installs in each user's home directory, do you?

thats automatically the case for the wine rpm.
all users can use it because the ~/.wine dir is created on first start of the wine binary.
