I understand. However, I was able to do (mostly) what I needed via
setkeycodes and showkeys. Now, I just need to know how to tell it not
to repeat (Because the scroll wheel only sends key presses, and not
key releases.).

As for the blonde, I do not believe that she is part of the base
install. However, I am willing to fill a wish in bugzilla- I believe
that her inclusion would help Fedora reach out to a much wider
user-base.
