Netlock originally developed it. The Nortel VPN client is just a netlock 
client with the logos replaced. Apani bought Netlock like a year ago or so. 

I was told by someone working at Nortel that the Netlock/Nortel contract is 
supposed to sometime in 2006 and that he doesn't think that they will partner 
with Apian but start developing their own. I haven't been able to verify that 
from anywhere else though so I'm not sure if/when that will happen.
