Yes. 

* Find an FTP mirror near you at
  http://fedora.redhat.com/download/mirrors.html. Then use that URL in
  your /etc/yum.repos.d files as appropriate. E.g: "ftp://...";

* Try setting up a local
  repo. http://www.charlescurley.com/yum.html. It uses rsync to keep
  up to date, so check to see if your proxy and/or firewall will pass
  rsync.

* Get a civilized proxy server (SQUID?).
