Yes, there's any number of companies calling themselves "internet service providers" when all they do is provide some limited access to the internet. Even those that don't block it can manage to bugger it up. Or at least decide they've got a better idea about doing things. In some cases, e.g. the ".com" wildcarding debacle, the ISPs that took counteractive steps may well be doing you a favour.
