SMP machines can't work without APICs. On newer SMP machines, you have APICs steered via ACPI by default. Disabling ACPI at the kernel command line using "pci=noacpi" or "acpi=off" sometimes helps, if the kernel has trouble routing the APIC IRQ's using the ACPI BIOS. If your SMP machine is pre-ACPI, I have no good advice here. Post more details, try to capture the last messages in the kernel boot sequence. Your problem may be unrelated to SMP.
