You have to distinguish between Cyrus-SASL and Cyrus-IMAPd. Once you do
that you quickly see that the Cyrus-IMAPd server does not come with so
much packages. What you mainly need is

IMAPd:
cyrus-imapd
cyrus-imapd-utils

SASL:
cyrus-sasl
cyrus-sasl-plain [if you need to serve for "things" like Outlook or OE]
cyrus-sasl-md5 [if you want to provide MD5 mechs, i.e. Thunderbird
handles this]

-devel packages are only needed for cases where you compile applications
which links against another application. In this setup case you don't
need to compile, so you don't need -devel packages.

SSL/TLS is provided by applications being compiled against OpenSSL. But
OpenSSL is part of the base packages.
