My /etc/sysconfig/ntpd is:
[root@fc4host ~]# cat /etc/sysconfig/ntpd

And step-tickers is:
[root@fc4host ~]# cat /etc/ntp/step-tickers
0.pool.ntp.org
1.pool.ntp.org
2.pool.ntp.org
clock.redhat.com
127.127.1.0
