Well I experimented a bit myself. I am setting the time at the moment
through ntpdate. Like:

ntpdate -ouvs clock2.redhat.com

Which goes through the step tickers for other servers as well.

But still want to get down to what's bothering ntpd.

I have the base kernel of fedora and the ntpd options are defaults only.

Strangely, I am able to sync with ntpdate with the above stated command.
