As noted elsewhere, the problem appears to be related to the fact that udev in FC4 is slower than molasses in January in Alaska (and the fact that the device doesn't appear until the Hotsync button is pressed). I finally said forget it, and grabbed a USB IrDA dongle and sync through IR. It works, it's reasonably fast, and I don't have to play around to get udev / pilot-link working.
