What do you see when you look at the contents of the CD?

Do you see just the .ISO file or do you see multiple files?

If the former, it means that you simply burned the ISO file to the CD as
a data file. You need to to burn the ISO file as an ISO file, so that
the contents are properly extracted (much like extracting individual
files from a tar archive).
