There's a known bug related to this problem, for which the suggested
fix is to replace /usr/X11R6/lib/modules/libvgahw.a with the version
from FC3.  If you search the list archives at

    http://marc.theaimsgroup.com/?l=fedora-list&r=1&w=2

for "virtual consoles" or "libvgahw.a" you should find several
messages/threads telling you more.

(I had the same problem, and copying libvgahw.a from an FC3 system
seemed to fix it.)
