In this specific case the order both configurations appear in the .mc
file does not matter.

Add

FEATURE(delay_checks)dnl

to sendmail.mc. That should let the milter for greylisting coming into
place (milter code xxfi_envfrom is called at MAIL FROM:<sender> and
dnsbl checks delayed until RCPT TO:<recipient> will follow).
