Les, Permissions on the directory path is 'drwxr-xr-x 25 root root' for /var/www/html and permissions of the target directory is 'drwx------ 2 foo foo'. I tried giving the directory path 'drwxrwxrwx 25 foo foo' hoping it would give foo full control.
