Les,
Permissions on the directory path is 'drwxr-xr-x 25 root root' for
/var/www/html and permissions of the target directory is 'drwx------ 2 foo
foo'. I tried giving the directory path 'drwxrwxrwx 25 foo foo' hoping it
would give foo full control. But no access...

Does the user in question have at least 'x' permission on the /var,
/var/www and /var/www/html directories?
