I believe he means kernel-devel, not kernel-dev. Running whichcd
indicates that it is on CD4:

[brian@canis ~]$ whichcd kernel-devel
kernel-devel-2.6.11-1.1369_FC4.i586.rpm is on disc 4
kernel-devel-2.6.11-1.1369_FC4.i686.rpm is on disc 4

Installing the kernel-devel package was all I needed to build
ndiswrapper.
