For some packages, some dependencies don't matter for some uses. An
imaginary example, Mozilla could 'require shockwave-player-plugin,' but
if it's not present it will happily work and not provide the ability to
play shockwave.
Debian has a graded system of dependencies to express this.
postgresql-server requires postgresql-common (perhaps) but merely
suggests postgresql-documentation.
