Sorry, maybe im missing something here, but what does telnet have to
do with the X server ?
I dont see the correlation between the X server and the telnet deamon.

Anyway: 
- Did you check if telnet is running at all and if its running on port 6000 ?
- Did you check if iptables is blocking port 6000 or blocking telnet
all together ?
(The error "connection refused" sounds like a firewall is active and
prohibiting the connection)
