The exact same thing happened to me today on my Dell Latitude D800.
Yesterday everything was fine, but today gnome-volume-control wouldn't
start, and I couldn't change the volume level with the volume control
applet in the panel.

I ran gnome-volume-control as root, which worked.  I then tried running
it as a normal user, and viola, it was working again.  But, the volume
control applet was still busted.  I removed the applet from the panel,
added it again, and it was back to normal. 

I haven't looked into it any deeper than that, so you might want to give
what I did above a try.

I installed the update for SElinux yesterday.  I wonder if that update
had something to do with the problem.
