Have done each of the following but never FC2 -> RHEL 4:
 FC2 to WhiteBox 3.0
 WhiteBox 3.0 to CentOS 3.0
 CentOS 3.0 to CentOS 4.0

Chances are fairly good that it would work, but you will have a fair
amount of cleanup to do manually afterward.  [A clean install is always
preferable, but that has it's own overhead getting configured as
needed.]  Use an anaconda install with the "upgradeany" option or you
will never have the option to upgrade.  After the upgrade check the log
file for all the .rpm* config files created in /etc/... and fix as
necessary.  Run "rpm -qa --last >OutFile" and check OutFile for all the
left-over packages that have dates older than the upgrade.  May need to
blow some away, force upgrades on others, or find RHEL equivalents from
Dag, Dries, or other 3rd party repos.
