Not sure how your system got into this state, but the files should be in /boot/grub, not /etc/grub.

grub must exist somewhere on the filesystem or grub couldn't boot the system. It has to read grub.conf and (possibly stage1_5 and) stage2 binaries from somewhere.


Maybe you have a /boot partition which just isn't mounted?
