Please search the archive. The low frequency is typically the result of wrong detection of your monitor (not necessarily a fault by Fedora) or X using a generic monitor. You should use an editor of choice and as root edit the /etc/X11/xorg.conf file. In 'Section "Monitor"' find the lines HorizSync 30.0 - 107.0 VertRefresh 50.0 - 150.0 and adjust them to valid ranges for your specific monitor. You will need to restart X to make the changes active. To do so i.e. log out from current X session and while seeing the login screen press Ctrl+Alt+Backspace.
