That directory is not the default DocumentRoot. Did you change that in
Apache's httpd.conf? Or do you use an "Alias" setting? You have SElinux
active?

The second URI can't work as it does not match the "PmaAbsoluteUri"
setting.

The error notes may be helpful for some others? At least you should have
a close look at the Apache logs, especially the error_log file.
