Success! Once again, I reply to myself, for the purpose of leaving
a record. The problem with your suggestion was minor - there was
no /etc/dhcp*. I'm presuming that the command stalled when it
couldn't find that location. Removing that entry from the command
and running it again reset the labels for /var/lib/dhcp to
'system' for all files within, and now all works. Thanks for the
suggestion - I would have taken much longer to track this one down
without it.

No file matching /etc/dhcp* ? What about /etc/dhcpd.conf?

Just saw this comment, Paul. Good point - I can't check now, because the computer is at work and I'm not. Whatever was going on, taking that entry out for /etc/dhcp* had an immediate effect; the labels in /var/lib/dhcp were not changing till I removed the first entry.
