No file matching /etc/dhcp* ? What about /etc/dhcpd.conf?
Just saw this comment, Paul. Good point - I can't check now, because the computer is at work and I'm not. Whatever was going on, taking that entry out for /etc/dhcp* had an immediate effect; the labels in /var/lib/dhcp were not changing till I removed the first entry.
