Yes.

One way is to share the printer on the XP box.  Then in the printer
configuration tool on the FC3 box select Network Windows (SMB) for the
queue type.

Depending on the windows security settings you may need to make sure you
have a samba user configured and the same on the XP box.  You will need
to provide those credentials during the setup.
