This is fine.

Do you really run a DNS server (bind) on the Fedora machine? With 2
machines I even would say it is not necessary. Stick with the /etc/hosts
file. The hosts file on Fedora is properly. Do the same with the hosts
file on the Windows® machine.

You did set to request an DNS server on the Fedora machine.

The Fedora machine is a WINS server? Not necessary.

The DNS is not running or not configured correctly.

dig bear.net @127.0.01

Run that command on the Fedora machine. It must print out the DNS
information for your local net. Else your DNS is not setup properly.

The local zone is not your custom home zone "bear.net".

Misconfigured.

I would simply run with /etc/hosts file and not setup bind when just
having 2 machines. Else you intend to learn about DNS. Then your way
should go starting with above howto and explanations.
