that seems odd - Fedora would normally set up 'run level 5' (GUI)

can you login as root with root password and type 'startx'

does that work?

You may have a problem with the X startup...

if you can't run startx as root - it would seem that setup is a
problem...then try running 'system-config-display --reconfig' and see if
you can reconfigure the display to a working condition. Once you are
capable of running 'startx' as root, log off of 'X' and type 'init 5'
