Is that even when there isn't anything mounted there?

It sounds like someone or something at sometime copied those files to
the mount-point when there *wasn't* anything mounted there. This would
make them just normal files in a filesystem. Normally, files in a
mount-point directory are hidden when something is mounted on the
directory.

I'd just delete them if I were you.
