If it isn't the Fedora repos, then it must be the k12ltsp repo that I use
for some eductaional software. Checking that repo I see that
wireless-tools-28-0.pre4.1.fc3.i386.rpm is there. I'll get in touch with
them and see what the situation is.
In the meantime, you might want to add "exclude=wireless-tools" to your repository configuration for k12ltsp, which might be in /etc/yum.conf or possibly /etc/yum.repos.d/some.other.file
