If you can't find a ready-made program, you could hack something together
using mp3info <http://www.ibiblio.org/mp3info/> and OpenOffice. Even a
spreadsheet might meet your basic needs.

In FC3 there's RhythmBox <http://www.rhythmbox.org/>, which is not a
database, but may also do what you need. I seem to recall adding a lot of
stuff to get RhythmBox to play/manage MP3's.
