If your card has a hardware encoder you might try
$ cat /dev/video0 > /tmp/test.mpg
[ctrl+C to stop]
$ mplayer /tmp/test.mpg

to determine whether it's a card issue or a tvtime issue.  I use the
ivtv driver with my pvr-250 card.  Good luck.
