Supposedly the author of NetworkManager was going to release an update on or about 1/19 that was going to be built with the libiw.so.28 version (which is the version that the new wireless-tools package uses). Following-up on that though, apparently the version of wireless-tools that caused the problems got PULLED from FC3. So if you already installed wireless-tools-28 you can do "rpm -e wireless-tools --nodeps" to remove the package, and then "yum install wireless-tools" to restore the previous version which is compatible with NetworkManager.
