RedHat has delivered an intentionally broken sendmail forever so you
shouldn't have any trouble finding the fix. Since fedora hasn't
bothered with updated documention beyond the release notes, the RH9
version is probably the best place to start:

I think the Makefile has been updated so now you only have to type
make
in the /etc/mail directory after changing things that need to be
rebuilt. You still have to restart sendmail after changing its
configuration or files that don't build a corresponding db (like
local-host-names).
