There's no need to be part of a network.
It works perfectly without it.

I run irc2.10.3p7 on FC3.

Haven't looked to see if there were updates in a while.

What IRC daemon or server ships with Fedora?
I see ircd mentioned a lot across the web, but it's not in the RPMS
directory. Another project maybe?

If not, then what do you recommend?

Also, is it true that an IRC server can only operate as part of a "network"
of IRC servers? I suppose that's a moot question since the configuration
might simply create a new network if not joining an existing network. I'm
just concerned about not having a functional IRC server just because I'm not
a member of some network. I just want to setup a stand-alone IRC server for
internal/private chat.
