Ok,

(1)   What are the permissions on the files in the /var/www/mtrg
directory, in general.
(2)   Compare them to the permissions on the files in the newly
created /var/www/temp directory.
(3)   Try creating a new directory and use 'cp -a' to do the copy.
Try this new one.

I'm almost positive it is a permissions issue.  If #3 above fails to
work also, then it is a permissions issue.  Otherwise.... we have to
start digging.
