I see nothing in there limiting the discussion to bugs or enhancements. In fact, I consider the user interface experience to be a valid topic of discussion for users of Fedora Core. A more pleasing UI could in fact be called an enhancement, yes?
Many of the decisions in setting up the distro come down to "personal preference." Other examples include installing everything under the sun in case it's someday needed--also a personal preference ... ;)
I think the point was that nobody had actually said what they didn't like about the current UI and what they'd prefer it to be like.
